In my own experience in Kudremukh (with relatively low large mammal and big cat densities), the forest department (district forest office) was always rather 'difficult' to deal with when it came to us getting permits to work in the forest, in spite of us having proper permits from the Karnataka State Forest Office to work on an ongoing long-term research project, in spite of us paying a rather heavy entry fee ( which I hear has now become more than 10 times higher). I wonder how do the law-abiding face penalties and difficulties while the mischievous ones wander about scot-free and are sometimes (as in this case in Panna) even favored and protected.
